Maybe I misinterpreted what happened, but to me, it looks like the police sought out the clubs communications on the internet, found out when/where they were going to meet up and cruise, and then followed them there to look for citations to write. That's a far cry from the THP and BCSD aggressively enforcing traffic laws against everyone on a particular stretch of road. I don't think the individual can bring it up in defense of their citation but the club as a whole would have to pursue some sort of legal action, it would be a huge headache, and certainly would require a lawyer who was looking for that kind of publicity.
